13. Divisional Rules: 14U

These rules apply in addition to the KTBA House League General Rules.

13.1 Age Group

• This division is for boys and girls ages 12–13.

13.2 Substitutions

• Free substitution is allowed, provided it does not delay the game.
• The catcher may not be changed mid‑inning unless due to injury.

13.3 Rule Set

• Official Baseball Rules apply unless otherwise stated.

13.4 Pitching Limits

House League Pitchers

• A pitcher may record a maximum of 6 consecutive outs per appearance.
• Once removed, the pitcher may not pitch again in that game.

Rep Pitchers

Refer to 2.10(b) Pitching Restrictions

• All Rep players may pitch a maximum of 1 inning (3 outs) per game.
• This rule does not apply to affiliate Rep players.
• Must have Rep coach approval before pitching.
• Once removed, they may not pitch again in that game.

13.5 Bench Rules

• No player (except the pitcher) may sit more than one inning until all players have sat at least one inning.

13.6 Catcher/Pitcher Restriction

• A player may not catch and pitch in the same game (OBA rule).

13.7 Call‑Ups

• Call‑ups follow Rule 2.8.

13.8 Stealing After a Walk

• After a walk, the runner may not immediately steal 2nd.
• They must wait until the pitcher is on the rubber and makes a play (pickoff or pitch).

13.9 Dropped Third Strike

• Batter is automatically out.
• Runners on 1st may advance at their own risk.
• Runners on 3rd may not score (see Rule 8.7).

8.7 Scoring Runner From Third Base

Applies to 11u & 14u Divisions
High School Divison does not use this rule.

A runner on third base may only score on:

1. A batted ball
2. A bases‑loaded walk
3. A bases‑loaded hit‑by‑pitch
4. A defensive error made while attempting to retire that runner
   • Example: a pick‑off attempt at third base

A runner may NOT score from third on:

• Passed balls
• Wild pitches
• Steals of home
• Throws back to the pitcher
• Dropped third strikes
• First‑and‑third steal attempts (runner on 1st attempting to steal 2nd)

Penalty

• The runner is returned to third base.
• Other runners return to their previous base unless forced to advance.

Examples

Example 1:
Runners on 1st and 3rd.
Batter walks on a passed ball.
Runner from 3rd attempts to score.
→ Umpire calls time.
→ Runner returns to 3rd.
→ Runner from 1st advances to 2nd (forced).

Example 2:
Runners on 1st and 3rd.
Wild pitch (not ball four).
Runner from 3rd attempts to score while runner from 1st moves to 2nd.
→ Umpire calls time.
→ Both runners return to their original bases.

13.10 Last Bats

• If the home team is leading, they do not bat in the bottom of the final inning.

13.11 Pitch Types

• The league discourages breaking balls at this age level.
